Environmental and social monitoring is required throughout the life cycle of the
project. It consists of implementing all the measures issued within the framework
of the environmental and social assessment. If it is carried out correctly, the
project fits harmoniously into its host environment and contributes to the
sustainable development.
Our findings on the ground in multiple projects where we were involved
associates highlights more negative than positive impacts in the DRC and
in some African countries.
It is observed on several sites and areas
of influence subject to environmental and social assessment several
direct, indirect and even residual negative impacts such as: air pollution,
soil and water pollution, the disorderly accumulation of solid waste,
loss of biodiversity, noise pollution, the presence of hollows
backfilled, etc.
These facts demonstrate gaps or weaknesses in monitoring.

strategy to put in place to ensure effective environmental monitoring of

The major interest of this study, besides facilitating the monitoring of
scattered projects, is part of the general framework of the National Digital Plan
(PNN) of the Government of the Democratic Republic of Congo, which has
set the 2025 horizon for the digitalization of all State services and
Administration. This opportunity will allow this application to be used at
all levels from the decision maker to the simple agent involved in the EE.
The key concepts related to environmental and social monitoring are
developed both in the text and in the digitized lexicon that is part of
the application.
The methods
used
from two sciences
(environment / social and IT) were sorted so that their conjunction
achieve the main objective of the study. Particular emphasis was placed on the
“action research” method and the “Merise” method.
The result obtained is the design and operationalization of
the environmental and social monitoring application called “Monitoring System”
Projects subject to Environmental Assessment
and Social”,
SSPAEE. It is made up of several digital data grouped into
three parts:
> The Environmental and Social Assessment Guide;
> The Glossary of Environmental and Social Assessment;
> The Environmental and Social Assessment Monitoring Tool.

The third part of SSPAEE called
"the TRACKING tool
environmental" is the heart of this application. It allows you to process,
organize and recall the data and parameters that ensure monitoring
environmental and social.
It is easy to handle by all actors
interested in any location.
All in all, the SSPAEE is the application that makes the
environmental and social monitoring. It is recommended to all scientists,
practitioners and policy makers in environmental management and
social to make the environmental and social monitoring of projects effective and
programs.

~ facilitates the verification of environmental mental monitoring reports from far or
near in order to act in time without waiting for the manifestation of
negative impacts on the components of the environment;
~ facilitate real-time consultation of useful garlic data: practical guide to the EA,
the lexicon, the monitoring tool including the
linear diagram for the
characterization of the environment.
