The General Inspectorate of Finance at the University of Kinshasa

A special citizen exchange was organized this Tuesday, July 12, 2022, in the large Mgr Luc Gillon promotion room. Before a packed audience, the General Inspectorate of Finance, IGF in acronym, and civil society met with academic, scientific, administrative, technical bodies and students under the theme: "Fight against corruption and the embezzlement of public funds. Guarantee of good governance and pledge of the development of the DRC."     

After a dignified welcome from the academic authorities of the University of Kinshasa (the Rector and his Management Committee) and a limited interview at the rector's office, the IGF delegation made a dazzling entrance into the promotion hall. The student community present in the hall gave them a standing ovation accompanied by chants from all sides, delighted to welcome the IGF within its walls.

Under the masterly moderation of the Academic Secretary General, the Professor Eustache Banza, this very lively ceremony was structured around several presentations of high scientific importance.

In his opening remarks, the Rector of Unikin, the Professor Jean-Marie Kayembe Ntumba said he was very pleased to welcome the Inspector General, Head of Service of the IGF, Mr Jules Alingete Key, a former student of the Faculty of Economics in 1988, came to speak to the university community about the importance of managing and governing differently. He then invited the audience to applaud him wildly.

For his part, the Secretary General for Research, the Professor Tshimpi Wola considered that it would be urgent, even a priority, to free our society from all forms of corruption if we finally want to achieve development in the country. He added that this inspired hill that is the Unikin campus, is "the seat of Congolese wisdom, the industry of solutions to the problems that worry society", hence the need to instruct research centers to develop a global, holistic and citizen-based approach aimed at combating economic crimes, corruption, money laundering and the financing of terrorism, based on the implementation of the standards that will be presented later by the IGF.

Several sub-themes were addressed by key speakers:

  • The Honorable Deputy Jean-Pierre Pasi Zapamba Buka“Corruption, scope of application, legal provisions, national and international”.
  • THE Professor Luzolo Bambi Lessa, Professor of Law (Criminal Law and Criminology): “The phenomenon of corruption in the DRC”.
  • Master Jean-Claude Katende, lawyer, president of ASADHO: "The importance of student youth taking ownership of the fight against anti-values in the management of public affairs."
  • Mr Jules Alingete Key, Inspector General of Finance, Head of Department: “State of corruption in the DRC, missions, strategies and results achieved to date”.

  Mr. Victor Batubenga, financial inspector, deputy head of department, former student of the Faculty of Economics 1984 gave a brief presentation of the IGF. This is a senior audit service with general jurisdiction over the control of finances and public property. It is a service that falls under the direct authority of the Head of State. It is responsible for monitoring all financial operations of the State and ensuring their regularity.

In his remarks, the Inspector General of Finance, head of department, Mr. Jules Alingete Key, emphasized that there is no future in a corrupt environment. The embezzlement of public funds is also a form of delinquency. Thus, the IGF is assigned several missions, including:

  • Traceability of public spending.
  • The fierce fight against illegal exemptions.
  • The permanent supervision of all financial authorities (tax administrations) responsible for revenue collection.
  • The revitalization of the control function throughout the state apparatus.

Hence the application of certain strategies such as concomitant control (in the financial part) which is carried out at the same time as management actions are taken, firmness, the mobilization of internal human resources, etc.

Speaking, the Unikin Student Coordinator and the President of the Congolese Students encouraged the IGF in its mission to hunt down all bandits and embezzlers of public funds and, addressing the students, they recommended that they denounce them with supporting evidence. To crown this fight led by the Head of State, the President Felix Antoine Tshisekedi Thilombo, through the IGF, these Student Representatives awarded him the grand prize for Best Craftsman.

The Rector of Unikin, Professor Jean-Marie Kayembe Ntumba, closed these innovative meetings by addressing a few requests to the IGF officials:

  • Receive students for practical training in the IGF facilities;
  • Accompanying young students in their lecture halls to tell them in terms of practical work what you actually do;
  • Come and audit the management of Unikin;
  • Support for Unikin as an alumni for the renovation of the Mgr Luc Gillon promotion room.

Participants were invited to make a written commitment to the fight against corruption (it is available on the Unikin website).
