  • The Rector's Chief of Staff: Anatole KIFUANI KIA MAYEKO

The Chief of Staff coordinates all activities of the Rectorate and its affiliated departments. He or she reviews all files, documents, and correspondence prepared for the Rector. All these documents bear his or her initials. No document is submitted for the Rector's signature outside of this process.
The Chief of Staff is the rapporteur for the Management Committee and the University Council. He or she has no deliberative vote in these two bodies. The interim DIRCAB is provided by the Legal Advisor, who relies on the expertise of the Administrative Assistant.
He also deals with issues relating to the academic and scientific sector at the Rectorate level.

  • The Principal Assistant to the Rector: Assistant NKANGI MBADIKA Olivier

The Principal Assistant to the Rector manages the Rector's diary with the DIRCAB. He or she records all appointments and schedules any visitors who have made an appointment, the day and time of the hearing. He or she prepares the relevant minutes and acknowledges receipt of invitations sent to the Rector. He or she summarizes all the information bulletins produced daily by the University Police Command, highlights the highlights, and prepares a summary to be sent daily to the Rector. All these documents are submitted for the Chief of Staff's initials and then filed with the secretariat.

  • The Academic Advisor: Professor Simon DIBALUKA MPULUSI

He deals with matters relating to the academic sector at the Rectorate level. He is assisted by the academic affairs officer.

  • The Scientific Advisor and contacts: Professor DEKOSSAGO

He is responsible for scientific files and handles internal and external contacts for the Rector.

  • The Legal Advisor: CT MABONSO LUTONDO Papy-Xavier

He handles all cases requiring legal analysis, litigation, and technical files submitted to the Rector. He drafts rectorial decisions and analyzes all reports from the University's OPJ Pool. The legal advisor works closely with the university's lawyer. He is assisted in this task by a legal assistant. The legal advisor's interim role is assumed by the academic advisor (using the expertise of the legal advisor's assistant).

  • The Cooperation Advisor: Prof. SABAKINU KIVILU

The cooperation advisor handles matters relating to university, inter-university, national, and international cooperation. The advisor responsible for missions and contacts with university alumni acts as interim advisor.

  • The Administrative and Financial Advisor: Director Head of Department Vincent BIMENGA TSUKA

He handles administrative and financial matters at the Rectorate level. He verifies, before the Chief of Staff, all OPs, MDFs, funding requests, and any other administrative documents submitted for the Rector's signature. The Administrative Assistant coordinates the activities of the Rector's support office. He provides acknowledgments of receipt of letters for the Rector's signature.

  • Assistant in charge of strategy monitoring: Damien TSHIBANGU SHA-TSHIBEY
  • Communications Assistant: CT Madeleine PHOBA UMBA

He has the rank of assistant and is responsible for the Rector's secretariat.

ATTRIBUTIONS OF SERVICES COMING UNDER THE RECTORATE AND THEIR MANAGERS

The various Directorates under the Rectorate assist the Rector and regularly submit reports on their activities to the Director of the Rector's Office for the Rector. These are the following Directorates:

  • The University Police: KAY-KAY MAMPUYA

The University of Kinshasa Police's mission is to maintain order and ensure the safety of people and their property throughout the University of Kinshasa. In this capacity:
It monitors the entry and exit access of the University of Kinshasa;
Carry out rigorous checks of vehicles entering and leaving the University;
Controls the movement of goods and people within the University;
Checks the identities of any person outside the University.

  • The Public Relations and Protocol Department: KABONGO TSHITA

This Directorate's mission is to:
· Supervise and coordinate all activities of the Directorate relating to contacts with the internal and external public;
· Organize ceremonies;
· Take care of the reception, protocol and travel of members of the University community.

  • The Computer Center: Olivier NKIEMENE NSUTUB'INA

This Department is headed by a Director of Services who coordinates all IT activities across the entire university. In this capacity, his or her mission is to:
Receive general instructions and directives from the Rector and define the terms of execution;
Assist the Rector in defining general policy and in exercising regulatory authority in IT matters across the University;
Propose a general strategy for the distribution of IT resources: hardware; personnel; etc.;
Provide adequate training enabling mastery of basic IT resources and their user-friendly use;
Promote the development of a modern culture in new information and communication technologies throughout the University;
Ensure the development, maintenance and operation of IT applications;
To provide feedback on any purchase or use of the software.

  • The Directorate of Cooperation: AKUKWI NDOYITE

The Cooperation Department, headed by a Director, is a public service of the Rectorate to ensure the day-to-day management and monitoring of all Cooperation Activities within the University of Kinshasa.
It constitutes the mirror of the University to the outside world.
Its tasks include:
Supervise all cooperation activities taking place within the Directorate in particular and within the University in general;
Ensure regular monitoring of various scientific activity programs (conference, seminar, symposium, forum, etc.) to be carried out within the framework of local or international scientific organizations with a view to the participation of the University;
Ensure the unfailing pursuit of the objectives defined within the framework of current projects within the University;
Remind the hierarchy with a view to fulfilling the commitments made or promises made to partners and vice versa;
Propose initiatives aimed at opening the University to the outside world

  • Communications Department: IYEMPILA MONKAVA

Ensure the influence of UNIKIN:

Website management with the posting of UNIKIN news
Collaboration with media from the capital Kinshasa
Participation in the Radio-Télé Campus Steering Sub-Group

  • Internal Audit Department: MAYOMBE

The Audit's main mission is administrative, financial, academic and heritage control in order to keep all managers alert, reminding them that they must never deviate from the line of good management, by scrupulously respecting the legal and managerial texts that govern the University. Isn't it said that the fear of audit is the beginning of good management? Its scope extends over the entire University, that is to say, all central services and entities.

  • The Planning Department: MINDANGI LEMA

The Planning Department:
Designs, under the direction of the Rector, activities related to the mission assigned to the Planning Department;
Prepares, with the assistance of his colleagues, service activity reports
Ensures that registrations are adapted to the establishment's capacity

On behalf of the Management Committee and myself, I give glory and praise to the Lord of Hosts for the security provided to each member of the University of Kinshasa community during the 2016-2017 academic year. For if the Lord does not build, he who builds does so in vain! The Management Committee also expresses its joy at having completed the 2016-2017 academic year in compliance with the legal regulations.

The Rector and members of the Management Committee of the University of Kinshasa wish to sincerely thank His Excellency the President of the Republic Joseph Kabila Kabange, His Excellency the Prime Minister Bruno Tshibala Nzenze, and His Excellency the Minister of Higher and University Education Steve Mbikayi Mabuluki, for the special attention they show to the needs of our Alma Mater.

We also thank the members of the Academic and Scientific, Administrative, Technical, and Labor Corps, without forgetting the large student community without whom the closing of the academic year and the graduation ceremony would not have taken place. We do not forget our brothers with whom we began the 2016-2017 academic year, but did not complete it.

During the academic year 2016-2017, the Rector and the Members of the Management Committee, through academic, scientific, administrative, financial, environmental and mental governance, focused their attention on the following points: mission; management; achievements; academic succession; international cooperation; the Rector's travels and future prospects.

  1. Mission of the University

Ministerial Order No. 182/2015 of December 29, 2015 designating and appointing the members of the Management Committee of the University of Kinshasa entrusted them with the dual and delicate mission of:

  • To promote, as in the past, the University of Kinshasa, a high place of excellence and knowledge, to serve as a model throughout the Republic;
  • Revitalize this great breeding ground for elites that has long remained without progress.
  1. Management

To achieve good management at the University of Kinshasa, we have:

  • Counting on the entire university community;
  • Managed collegially and in strict compliance with the regulations of the texts governing Higher and University Education Institutions;
  • Regularly held ordinary and extraordinary (restricted and expanded) Management Committee meetings;
  • Maintains peace and security on the Site.
  1. Achievements
  • The Rector and the Members of the Management Committee have enabled and carried out several activities:
  • The realization of the Unikin Vehicle Credit Project – BCDC – CFAO – Professor Unikin with the first phase of delivery to the first group of beneficiaries of a varied range of vehicles.
  • Contact with former Lovanium employees, initiated in July 2016, has begun to bear fruit with the first phase of renovating the roadway around staff residences. The preliminary phase of the drilling project for regular water distribution on the site has also been completed.
  • The ongoing partnership with public institutions will provide water supply to student residences.
  • The ongoing cleanliness and sanitation of the University of Kinshasa site by the NGO KBM Services and the commitment of the entire University Community to keep our environment always clean.
  • Four of our Faculties (Polytechnic, Sciences, Agronomic Sciences and Pharmaceutical Sciences) have signed Performance Contracts with the Government of the Republic and the World Bank, within the framework of the Education Project for the Quality and Relevance of Teaching at Secondary and University Levels (PEQPESU in acronym).
  • Refresher training for accounting and financial staff at the University of Kinshasa on the OHADA accounting system as part of capacity building, and training in the use of Information and Communication Technologies for agents and managers of the Central Administration.
  • The regularity of the Partnership Bonus, managed with due care, according to circular 018/2017. Seven months and 60 % of 8th months have already been paid and efforts are being made for the remaining part of the eighth month or at least a good part.
  • The inauguration of some of our University's Research Centers.
  • The tour to raise awareness among students about respect for texts and their apoliticism.
  1. Academic student

With its qualified and multidisciplinary staff of 1,007 Professors, 1,213 Assistants and Heads of Works and 1,804 Administrative, Technical and Manual staff, the University of Kinshasa has been able to produce 1,058 Bachelor's degrees, 43 Doctoral theses, 46 Advanced or Higher Studies graduates, all for the sustainable development of the Congolese nation. Therefore, the Congolese Government must rely on the research carried out in its Universities to aspire to an emerging Congo. However, in order to meet UNESCO standards which recommend at least 2,500 Professors for a supervision of 10 to 20 students per Professor, we therefore encourage any policy of financing doctoral studies for this academic succession, because those who manage to do so, do so by their own means and often at a very advanced age and sometimes thanks to inter-university cooperation with foreign universities.

  1. International Cooperation

University cooperation and international relations are one of the pillars on which the Rector and the members of the Management Committee have decided to build the management policy for the promotion of our Alma Mater. A series of partnership agreements with African, European, Asian, and American universities have been signed. It is worth noting that the University of Kinshasa's strategic proposal for a three-year program 2018-2020 was selected by the scientific committee of the Academy for Research and Higher Education of Belgium (ARES).

  1. Rector's Travels

During this academic year, Rector Daniel Ngoma-ya-Nzuzi made three trips, two of which were outside the country and one inside.

  • From 13 to 24 February 2017, the Rector participated in the collaboration conference between the University of Kinshasa and the University of Nagasaki, Japan, whose main objective was to develop academic and educational cooperation and also to promote relations and mutual understanding between the two universities.
  • From March 21 to 26, 2017, the Rector participated in the celebration of the 200th anniversary of Ghent University, at the International Rectors' Conference.
  • From May 8 to 15, 2017, the Rector participated in the 7th General Assembly of the University Agency of the Francophonie (AUF) in Marrakech, Morocco.
  • On April 28, the Rector participated in the solemn ceremony of awarding the title of Doctor Honoris Causa, at the University of Kindu to His Excellency Honorary Prime Minister Augustin MATATA PONYO.

The Rector and the members of the Management Committee once again thank the entire university community for its support and guidance throughout the 2016-2017 academic year and make a solemn commitment to respect the 2017-2018 academic calendar for the best future of our Alma mater with regard to the practice of good governance.

May Almighty God bless the Democratic Republic of Congo, our dear beautiful and great country!
