Le suivi environnemental et social est exigé durant tout le cycle du
projet. Il consiste à mettre en œuvre toutes les mesures édictées dans le cadre
de l'évaluation environnementale et social. S'il est correctement réalisé, le
projet s'insère harmonieusement dans son milieu d'accueil et contribue au
développement durable.
Notre constat sur terrain dans de multiples projet où nous étions
associés met en relief plus d'incidences négatives que positives en RDC et
dans certains pays d'Afrique.
Il s'observe, sur plusieurs sites et les zones
d'influence assujettis à l'évaluation environnementale et sociale plusieurs
impacts négatifs direct, indirect et même résiduels tels que: la pollution de l'air,
la pollution des sols, des eaux, l'entassement désordonné des déchets solides,
la perte de la biodiversité, la pollution sonore, la présence des creux non
remblayés, etc ...
Ces faits témoignent des lacunes ou faiblesses dans le suivi
environnemental
et social du fait qu'il existe pour le projet des
recommandations prescrites dans le cadre du processus d'évaluation
environnementale (EE), lesquelles ne sont correctement mises en application.
La présente étude a pour préoccupation principale: «quelle
stratégie mettre en place pour assurer un suivi environnemental efficace des
projets préalablement soumis à une évaluation environnementale et sociale.
Notre hypothèse pour pallier aux lacunes et
renforcer le suivi
la conception et
répondant aux
environnemental et social des projets se résume en
l'opérationnalisation
d'une
application
informatique
caractéristiques suivantes:
~ assurer un suivi environnemental efficient des projets soumis à une
évaluation environnementale
et sociale et de rendre pratique la
manipulation des données essentielles au suivi environnemental
;
~ permettre aux différentes parties prenantes impliquées dans un projet de
réaliser un suivi environnemental en temps réel quel que soit leurs
emplacements;
~ faciliter la vérification des rapports de suivi environnemental de loin ou de
près afin d'agir à temps sans attendre la manifestation des impacts
négatifs sur les composantes de l'environnement;
~ faciliter la consultation en temps réels de toutes les données utiles: guide
pratique de l'EE, le lexique, l'outil de suivi y compris le schéma linéaire de
caractérisation du milieu.
L'objectif principal de cette étude est de développer et
d'opérationnaliser une application
informatique qui permet d'assurer un suivi
environnemental
efficient des
projets soumis à une évaluation
environnementale et sociale.
L'intérêt majeur de cette étude, outre le fait de faciliter le suivi des
projets éparses, se situe dans le cadre général du Plan National du Numérique
(PNN) du Gouvernement de la République Démocratique du Congo, qui s'est
fixé l'horizon 2025 pour la numérisation de tous les services de l'Etat et de
l'Administration. Cette opportunité permettra à cette application d'être utilisée à
tous les niveaux du décideur à l'agent simple impliqué dans l'EE.
Les concepts clés liés au suivi environnemental et social sont
développé tant dans le texte que dans le lexique numérisé faisant partie de
l'application.
Les méthodes
utilisées
provenant de deux sciences
(environnement / social et informatique) ont été triées afin que leur conjonction
aboutisse à l'objectif principal de l'étude. Un accent particulier a été mis sur la
méthode « recherche-action» et la méthode « Merise ».
Le résultat obtenu est la conception et l'opérationnalisation de
l'application de suivi environnemental et social dénommée « Système de suivi
des Projets assujettis à l'Evaluation Environnementale
et Sociale »,
SSPAEE. Elle est constituée de plusieurs données numériques regroupées en
troisparties :
> Le Guide d'Evaluation Environnemental et Sociale;
> Le Lexique d'Evaluation Environnemental et Sociale;
> L'outil de Suivi d'Evaluation Environnemental et Sociale.

La troisième partie de SSPAEE appelée
«l'outil de SUIVI
environnemental » constitue le cœur de cette application. Elle permet de traiter,
agencer et rappeler les données et les paramètres qui assurent le suivi
environnemental et social.
Il est facile à manipuler par tous les acteurs
intéressés à n'importe quel endroit.
Sommes toutes, le SSPAEE est l'application qui rend efficace le
suivienvironnemental et social. Il est à recommander à tous les scientifiques,
praticiens et décideurs politiques en. matière de gestion de l'environnement et
sociale pour rendre efficace le suivi environnemental et social des projets et
programmes.
Environmental and social monitoring is required throughout the project cycle. It
consists of implementing ail the measures enacted as part of the environmental
and social assessment. If carried out correctly, the project fits harmoniously
into
.its host environment and contributes to sustainable development. Our
observation on the ground in multiple projects where we were partners
highlights more negative than positive impacts in the ORe and in some African
countries. Several direct, indirect and even residual negative impacts can be
observed on several sites and areas of influence of the subject to environmental
and social assessment, such as: air pollution, soil and water pollution, the
disorderly piling up of solid waste, 1055 of biodiversity, noise nuisance, the
presence of uninfilled hollows, etc. These facts demonstrate the gaps or
weaknesses in environmental and social monitoring due to the fact that there
are recommendations for the project prescribed as part of the environ mental
assessment (EA) process, which are not properly implemented.
The main concern of this study is: "what strategy to put in place to ensure
effective environ mental monitoring of projects previously submitted to an
environmental and social assessment."
Our hypothesis
to overcome the shortcomings and strengthen the
environmental and social monitoring of projects can be summed up in the
design and operationalization of a computer application meeting the following
characteristics:
~ ensure efficient environ mental monitoring of projects subject to an
environ mental and social assessment and make practical the handling of
data essential for environmental monitoring;
~ allow the various stakeholders involved in a project to carry out real-time
environmental monitoring regardless of their location;
~ facilitate the verification of environ mental monitoring reports from far or
near in order to act in time without waiting for the manifestation of
negative impacts on the components of the environment;
~ facilitate real-time consultation of ail useful data: practical guide to the EA,
the lexicon, the monitoring tool including the
linear diagram for the
characterization of the environ ment.
The main objective of this study is to develop and operationalize an IT
application that allows efficient environ mental monitoring of projects subject to
environmental and social assessment.
The major interest of this study, in addition to facilitating the monitoring of
scaUeredprojects, lies within the general framework of the National Digital Plan
(PNN) of the Government of the Democratic Republic of Congo, which has set
the horizon 2025 for the digitization of ail State and Administration services.
This opportunity will allow this application to be used at ail levels from the
decisionmaker to the simple agent involved in EE.
The key concepts related to environmental and social monitoring are developed
both in the text and in the digitallexicon forming part of the application.
The methods used from two sciences (environmental/social and computer
science) were sorted so that their conjunction leads to the main objective of the
study. Particular emphasis was placed on the "research-action" method and the
"Merise" method.
The result is the design and operationalization of the environmental and social
monitoring application called "Monitoring system for projects subject to
environmental and social assessment", SSPAEE.
It consists of several
digital data grouped into three parts:
~ The Environmental and Social Assessment Guide;
~ The Environmental and Social Assessment Lexicon;
~ The Environmental and Social Assessment Monitoring Tool.

The third part of SSPAEE called "The environmental monitoring tool" constitutes
the heart of this application. It makes it possible to process, organize and recall
the data and parameters which ensure environmental and social monitoring. It
is easy to handle by ail interested parties anywhere.
Ali in ail, the SSPAEE is the application that makes environ mental and social
monitoring effective. It is recommended to ail scientists, practitioners and policy
makers in environmental and social management to make the environmental
and social monitoring of projects and programs effective.
