Environmental and social monitoring is required throughout the life cycle of the
project. It consists of implementing all the measures issued within the framework

The key concepts related to environmental and social monitoring are
developed both in the text and in the digitized lexicon that is part of
l’application.
The methods
used
from two sciences
(environment / social and IT) were sorted so that their conjunction

three parts:

> Le Lexique d’Evaluation Environnemental et Sociale;
> L’outil de Suivi d’Evaluation Environnemental et Sociale.

The third part of SSPAEE called
«l’outil de SUIVI
environmental" is the heart of this application. It allows you to process,
organize and recall the data and parameters that ensure monitoring
environmental and social.
It is easy to handle by all actors

Sommes toutes, le SSPAEE est l’application qui rend efficace le
environmental and social monitoring. It is recommended to all scientists,
praticiens et décideurs politiques en. matière de gestion de l’environnement et
social to make the environmental and social monitoring of projects effective and
programs.

Environmental and social monitoring is required throughout the project cycle. It
consists of implementing garlic the measures enacted as part of the environmental
and social assessment. If carried out correctly, the project fits harmoniously
into
.its host environment and contributes to sustainable development. Our
observation on the ground in multiple projects where we were partners
highlights more negative than positive impacts in the ORe and in some African
countries. Several direct, indirect and even residual negative impacts can be
observed on several sites and areas of influence of the subject to environmental
and social assessment, such as: air pollution, soil and water pollution, the
disorderly piling up of solid waste, 1055 of biodiversity, noise nuisance, the
presence of unfilled hollows, etc. These facts demonstrate the gaps or
weaknesses in environmental and social monitoring due to the fact that there
are recommendations for the project prescribed as part of the mental environment
assessment (EA) process, which are not properly implemented.
The main concern of this study is: « what strategy to put in place to ensure
effective environ mental monitoring of projects previously submitted to an
environmental and social assessment. »
Our hypothesis
to overcome the shortcomings and strengthen the
environmental and social monitoring of projects can be summed up in the
design and operationalization of a computer application meeting the following
characteristics:
~ ensure efficient environ mental monitoring of projects subject to an
approximately mental and social assessment and make practical the handling of
data essential for environmental monitoring;
~ allow the various stakeholders involved in a project to carry out real-time
environmental monitoring regardless of their location;
~ facilitates the verification of environmental mental monitoring reports from far or
near in order to act in time without waiting for the manifestation of
negative impacts on the components of the environment;
~ facilitate real-time consultation of useful garlic data: practical guide to the EA,
the lexicon, the monitoring tool including the
linear diagram for the
characterization of the environment.
The main objective of this study is to develop and operationalize an IT
application that allows efficient approximately mental monitoring of projects subject to
environmental and social assessment.
The major interest of this study, in addition to facilitating the monitoring of
scaUeredprojects, lies within the general framework of the National Digital Plan
(PNN) of the Government of the Democratic Republic of Congo, which has set
the horizon 2025 for the digitalization of ail State and Administration services.
This opportunity will allow this application to be used at garlic levels from the
decisionmaker to the simple agent involved in EE.

The key concepts related to environmental and social monitoring are developed
both in the text and in the digital lexicon forming part of the application.
The methods used from two sciences (environmental/social and computer
science) were sorted so that their conjunction leads to the main objective of the
study. Particular emphasis was placed on the « research-action » method and the
« Merise » method.
The result is the design and operationalization of the environmental and social
monitoring application called « Monitoring system for projects subject to
environmental and social assessment », SSPAEE.
It consists of several
digital data grouped into three parts:
~ The Environmental and Social Assessment Guide;
~The Environmental and Social Assessment Lexicon;
~The Environmental and Social Assessment Monitoring Tool.

The third part of SSPAEE called « The environmental monitoring tool » constitutes
the heart of this application. It makes it possible to process, organize and recall
the data and parameters which ensure environmental and social monitoring. It
is easy to handle by interested parties anywhere.
Ali in ail, the SSPAEE is the application that makes environ mental and social
effective monitoring. It is recommended to ail scientists, practitioners and policy
makers in environmental and social management to make the environmental
and social monitoring of projects and programs effective.
