The University Council is the body of the University responsible for:

implement the university's academic and scientific policy
make proposals on the development of the university's academic activities;
propose to the University Board of Directors, after consulting the Council of Faculties and departments, schools, institutes and research centers concerned, the number of hours of courses in each subject and the distribution of subjects by year of study.
Deliberate on the granting of honorary degrees;
Provide advice on the budget forecasts prepared by the Management Committee;
Appoint and dismiss non-permanent academic staff;
Propose to the CAU the appointments and promotions of academic staff, heads of works or non-teaching staff of the corresponding grade and administrative command staff;
Propose to the CAU all disciplinary sanctions against academic and scientific staff with a rank equal to or equivalent to that of Head of Works and administrative command staff.

In case of emergency, the Rector takes the necessary measures which fall within the competence of the University Council and is responsible for informing it at its next session.
